Fan Out is a groundbreaking civic engagement organization launched in 2024, aimed at "turning superfans into super organizers." Fan Out incentivizes young voters to get involved in the civic process, specifically by offering sweepstakes raffle entries in exchange for checking voter registration, making a plan to vote, and encouraging friends to do the same.
Fan Out sought a custom-built platform to host these voter engagement sweepstakes, and turned to Impactive to commission a white-labeled version of Impactive's successful custom voter registration check product.
Leveraging these innovative voter registration check tactics, Fan Out helped 168,978 unique voters check their voter registration, with 72.1% of those voter registration checks generated by referrals.
Fan Out's founder, Daley Gruen, came to Impactive in 2023 with a vision for an incentivized voter engagement platform that could host multiple concurrent sweepstakes, encourage young people to check their voter registration in exchange for sweepstakes entries, and incentivize them (via additional entries) to spread the word to their friends and family - all within a slick, engaging wrapper.
Importantly, Daley also wanted to allow participants to access a “dashboard” of their referrals, further encouraging them to tell more friends to check their voter registration and make voting plans. Participants could earn even more entries for referring friends who were unregistered or low-participation voters, and those who live in battleground states - this information was also displayed in the participant’s dashboard, to encourage them to find more low-propensity friends to garner additional entries.
Daley worked with Impactive to develop design mock-ups of the Fan Out platform, iterating collaboratively to land on a user interface that combined simplicity and stickiness to drive civic engagement. After finalizing designs and scope, Impactive built the white-labeled product in late 2023 and early 2024.
Fan Out launched in mid-2024, ahead of the 2024 election season. The platform ultimately supported eleven sweepstakes tailored to relevant cultural interests, like a contest to win tickets to Taylor Swift’s Eras Tour (not affiliated with or endorsed by Taylor Swift or Universal Music), a contest to win a VIP experience at The Late Show with Stephen Colbert, and more.
In total, 23,230 people generated at least one referral via Fan Out. The average referrer referred 5.49 of their friends to check their own voter registration statuses.
Fan Out really took off via a partnership with Swifties for Harris, a collective of Taylor Swift fans who hosted a virtual rally shortly after the announcement of Kamala Harris as the Democratic presidential nominee. After spotlighting the Eras Tour sweepstakes on the Swifties for Harris rally, Fan Out ultimately drove 132,072 unique voter registration checks from that sweepstakes alone. The contest went viral on social media; one Swiftie content creator generated 14,127 referrals from her audience.
