In late spring 2020, the Biden campaign approached Impactive with an urgent request: to help replace their in-person organizing plans (now largely impossible due to the COVID-19 pandemic) with a scalable, fully branded digital solution. In just three months, Impactive delivered a custom, white-labelled app called Vote Joe, built to mobilize supporters through relational outreach during the height of the pandemic.
A key component of the Biden campaign white-label was a full brand redesign of the Impactive app to fit the Biden campaign’s colors, fonts, logos, and other branding and messaging. But the development process also included the creation of a key new feature, known as Suggested Contact Matching, explicitly designed to meet the campaign’s needs. Campaign administrators could upload lists of target voters, particularly those in battleground states or identified through predictive models; the Impactive app then locates those target contacts within volunteers’ contact lists of friends or family, suggesting those contacts as the high-priority candidates for volunteers’ relational organizing outreach. Critically, this feature is capable of processing millions of voter records and identifying them within volunteers’ contact lists in under 30 seconds. This feature remains available for ongoing use by all Impactive clients.
Beyond Suggested Contact Matching, the Vote Joe app leveraged Impactive’s core functionality of Friends and Family Messaging. Volunteers could download the Vote Joe app, sync their personal phonebook contacts (which are automatically matched against the national voter file), and access scripts that the campaign wrote for them to reach out to their friends and family with messaging about voting and the Biden campaign. Volunteers could also fill reports on their interactions with friends and family, sharing important info with the Biden campaign about supporter rating, issue preferences, and other data points that inform campaign strategy.
The Vote Joe app turned volunteers into organizers by making it easy to reach out to friends, family, and neighbors. By syncing contacts and sending personal messages, over 200,000 volunteers connected with more than 50 million potential voters and sent over 500,000 messages, helping the campaign reach deep into communities that traditional outreach could easily miss.
The Vote Joe app exemplified Impactive’s ability to move quickly, collaborate deeply with clients, and deliver a custom-built, secure organizing platform that operated at scale nationwide during a critical election year.
The Iowa Senate Majority Fund used Impactive to boost voter mobilization and drive a 3x return on their fundraising texts ahead of the 2022 midterm elections.
The DCCC used Impactive for relational, texting, and calling across all battleground campaigns nationwide.
