The Democratic Congressional Campaign Committee (DCCC) supports Democratic candidates running for the U.S. House of Representatives in districts across America. The DCCC provides heightened support for battleground districts nationwide, offering augmented tooling and program operations for high-scale voter contact campaigns designed for persuasion and GOTV.
The DCCC partnered with Impactive in 2020 to provide text banking (peer-to-peer texting) and relational organizing, and in 2022 to provide text banking, phone banking, and relational organizing tools for battleground candidates nationwide. Across two cycles, DCCC campaigns sent over 106 million texts and made almost 2.5 million calls to voters.
The DCCC marshals tools and talent to kick off organizing programs in roughly August of an election year, leaving only 2-3 months to reach millions of voters in battleground districts. Impactive dove in headfirst along the DCCC team in 2020 and 2022, beginning to plan in the early summer for ambitious nationwide organizing programs in the fall.
Digital organizing was particularly important in 2020, when the COVID-19 pandemic forced organizers indoors to implement entirely new organizing techniques from scratch. Impactive was already well-positioned to coordinate an entirely distributed organizing effort, and collaborated closely with the DCCC to adapt tools and strategies to meet the moment.

Impactive collaborated directly with DCCC national staffers to plan NGP VAN integration procedures, data warehouse architecture, new features tailored to DCCC needs, and custom training plans for organizing directors and volunteers across states. Impactive strategy advisors met with the DCCC team weekly to share updates, gather feedback, and collaboratively determine next steps.
As programming rolled out across campaigns nationwide, Impactive stayed in close touch with both DCCC national team members and campaigners across the country to update training materials, troubleshoot, answer questions, and even develop new features on demand. The result was a comprehensive, large-scale program ready to accommodate the massive scale of GOTV in the weeks leading up to Election Day.
By October, Impactive was running at massive scale to accommodate the DCCC’s nationwide voter contact program, alongside equally large-scale programs for a number of other enterprise clients. And critically, Impactive was reliable and stable when it mattered most: the platform experienced zero downtime in October and November of both 2020 and 2022, smoothly facilitating contact with over 20 million total voters.
Specifically, DCCC campaigns sent 106,481,010 texts and made 2,435,864 calls to voters across both 2020 and 2022, with a total of 28,182 volunteers participating across all campaigns. These voter contacts made a critical difference in electoral outcomes, particularly in 2020 when Democrats successfully won a narrow House majority.
